FEX has been replaced by TweetyPy

As FEX developed my primary goal was to make it a cross-platform tool (to run on
Windows / MacOS / Linux) rather than being restricted to Linux systems. To reach
this goal, FEX was completely rewritten, and I found that the new organization of the
code allowed for a much more flexible tool. This resulted in an expanded scope for
the tool, and a rename as it will (eventually) do much more than Frequency Excursion
calculations.

If you were looking for FEX, please use 1
instead.
