FEX has been replaced by TweetyPy

As FEX developed my primary goal was to make it a cross-platform tool (to run on
Windows / MacOS / Linux) rather than being restricted to Linux systems. To reach
this goal, FEX was completely rewritten, and I found that the new organization of the
code allowed for a much more flexible tool. This resulted in an expanded scope for
the tool, and a rename as it will (eventually) do much more than Frequency Excursion
calculations.

If you were looking for FEX, please use TweetyPy1
instead.

TweetyPy went through and should not be considered stable or usable.
